From the lady's headdress, she would be Manchu (i.e. from the Qing/Manchu dynasty in China). Going by the design of her dress and the flowers in the headdress, I hazard a guess that she is dressed in spring coiffure.
The fact that she is wearing the headdress demonstrates that she is a high ranking aristocrat. But the fact that her headdress lacks tassels or dangling beads means that she is not a royal princess, not an imperial concubine and not the daughter or wife of a royal duke.
